Notorious Scams to Watch Out For

1. Tanim-Bala (Bullet Planting) Scheme

The "Tanim-Bala" scam involves unscrupulous airport personnel allegedly placing bullets or bullet casings into passengers' luggage. Once "discovered" during security checks, travelers are accused of carrying contraband and are often coerced into paying bribes to avoid legal complications.

A notable incident occurred in March 2025 when 69-year-old Ruth Adel was accused at Ninoy Aquino International Airport (NAIA) Terminal 3 of carrying a bullet in her handbag. After public outcry and investigation, three personnel from the Office for Transportation Security (OTS) were dismissed for their involvement (Inquirer.net).

The Department of Transportation (DOTr) reiterated its commitment to ensuring traveler safety and issued reminders for passengers to stay alert. (PIA.gov.ph - DOTR Statement).

2. Passport Tampering and Fraudulent Documents

Some travelers have been intercepted at airports for possessing tampered passports or counterfeit visas. These fraudulent documents are often provided by illegal recruiters or syndicates, leading to denied boarding and potential legal consequences.

In May 2023, several passengers were caught with fake Overseas Employment Certificates and visas, having been deceived by recruiters they met online (PNA.gov.ph).

The Department of Foreign Affairs (DFA) also intensified its campaign against fraudulent passport applications through closer inter-agency cooperation (Manila Bulletin Report).

Tips to Protect Yourself

  • Use Authorized Agencies: Always process travel documents through official government channels or accredited travel agencies licensed by the Department of Tourism (DOT).

  • Verify Documents: Double-check the authenticity of your passport, visas, and other travel papers. If needed, consult with the Department of Foreign Affairs (DFA).

  • Secure Your Luggage: Use tamper-evident locks or have your luggage professionally wrapped to prevent unauthorized access.

At the Airport

  • Stay Vigilant: Always watch over your personal belongings. Be cautious of unsolicited offers of assistance.

  • Know Your Rights: If accused of carrying prohibited items, calmly request to see the evidence, and insist on the presence of a legal representative or your embassy contact. The Office for Transportation Security (OTS) ensures travelers have the right to fair investigation procedures.

  • Report Suspicious Activity: If you encounter irregularities or threats, report immediately to the airport help desk or call the OTS Hotline at +63 960 461 6877.
